I had the same issue after installing the update directly on my 3GS. Initially I purchased the Skyway and Frostbite maps and then when I connected my device to iTunes to sync Grasslands appeared.
Separately, my iTunes account shows a charge for the Frostbite map but it is not available to play on my iPhone.
